Summary
The Data Architect position is with the Registry of Motor Vehicles (RMV) division of the Massachusetts Department of Transportation and is based in Quincy, MA. This role is part of the RMV Modernization Program which is a project to modernize the Registry's system and business infrastructure.

Responsibilities/Duties

·         Allocate and oversee the work of the RMV IM team in meeting RMV obligations in the modernization program.

·         Provide expert insight on data modeling and design to assist the System Integrator (SI) vendor and to evaluate vendor deliverables.

·         Provide guidance on data migration among the legacy system, the new system and the data warehouse.

·         Participate as a member of the technical leadership team in decision making on project direction.

·         Help the Registry implement an agency wide data governance program, including assisting with master data management issues.

·         Review SI vendor plans, designs, code and other deliverables to assess completeness, correctness and adherence to standards and best practices.

·         Assess the work of the SI vendor and RMV team members to ensure correct design, development and implementation of the project solution.

·         Lead the effort to provide metadata on the legacy system data to the System Integrator vendor.

·         Support the conversion and synchronization of data between the legacy databases and the new system

·         Work with the existing data warehouse to transition it to accepting updates from the new system.

·         Assess the SI vendor data models and database designs.

·         Oversee the reporting and analysis portions of the system solution.

·         Lead the cleansing of data in the legacy system, as needed to support data conversion to the new system.

Requirements/Competencies

·         Communicate effectively across many levels of the organization

·         Manage resources against a project plan while balancing competing priorities.

·         Advise RMVM program leadership on information management program direction.

·         Support the RMV leadership and business team with technical support and advice.

·         Contribute to the SI vendor design of the new system data model.

·         Assist team members with guidance on technical and project issues.

Qualifications

·         At least 10 years information technology experience.

·         Excellent communication skills in multiple topics and media: technical and business, written and verbal.

·         At least 2 years experience in a technology leadership position.

·         In-depth understanding of Oracle database design and capabilities; at least 3 years experience in Oracle database development with SQL and PL\SQL (DBA experience a plus).

·         Strong data modeling and database design skills; at least 2 years experience in data modeling using data modeling tools.

·         At least 2 years experience with Informatica tools (PowerExchange, PowerCenter).

·         At least 4 years experience with mainframe databases as a developer or DBA (IDMS preferred).

·         At least 2 years experience designing or supporting a data warehouse.

·         Knowledge of Data Governance best practices and processes.

·         Knowledge of master data management principles and techniques.

·         Familiarity with Service Oriented Architecture (SOA) concepts as they impact data model design.

·         Experience with reporting and analysis tools (OBIEE preferred).

·         Experience with significant responsibility within a large scale design and development project.

·         Experience in a cross-platform data and application migration project.

RMV Modernization Program Summary
The RMV is responsible for the issuance of all Massachusetts driver's licenses, vehicle registrations and titles, processing over 6 million transactions daily and collecting over $1 Billion in revenue annually. The RMV also handles a number of additional areas such as safety and emissions inspections, excise tax collection, citation processing, un-paid parking ticket enforcement and administration of the Safe Driver Program. Some of the RMV's major external partners include Law Enforcement, the Courts, municipalities, Insurance Agents and Companies, auto dealers, and AAA among others. The mission of the RMV is constantly expanding and new enhancements are being introduced regularly, most recently the Ignition Interlock system and expanded internet transaction capability. However, the technical limitations of the system are a major limiting factor in achieving the RMV's future goals. Recognizing the need for an upgrade to both the underlying system infrastructure and the business environment responsible for delivery of services to the RMV's customers and partners, MassDOT has received approval for capital funding to replace ALARS. The scope of the ALARS replacement project includes the design, development, configuration, implementation, and deployment of the new system.
